Hamidou and Maurice are very special agents. They are not policemen but employees of the Paris City Hall. Their mission: to track down uncivil behavior. Which is to say, our two inspectors won’t be at a loss for work. In Paris, 200,000 dogs produce 16 tons of dog poop a day. Every year, the city spends 5 million euros to clean the sidewalks. The fine for letting one’s dog poop on the street can go as high as 450 euros. But the animals aren’t the only ones to mess up the street. Lots of passers by find a little corner to do their business, and the inhabitants of some neighborhoods are fed up with it. After a poster campaign which didn’t do much good, the City Hall has decided on repressive measures. The inspectors who were followed day by day by our film crew are targeting other scourges: the piles of garbage thrown out by citizens growing on the sidewalks, illegal parking, or the pigeons. The destruction to buildings from the pigeons costs millions to the collectivity every year. As a result, feeding the Paris pigeons is also forbidden with a fine that can be as high as 450 euros.
