Could the tragedy have been avoided? On Sunday evening, as night is falling, 29 year-old Nathalie Mongel, an executive at sports store Decathlon, is jogging in the park at Marc-en-Baroeul, the chic suburb of Lille. She is kidnapped by a 39 year-old man. Her lifeless body was discovered on Monday. The young woman had been raped and then strangled. She had been stabbed with a knife and a screwdriver. Her attacker is a repeat offender. Out of jail on conditional release, he respected all the legal and medical conditions that had been imposed.  His first victim, who survived, is not surprised that he again turned to violence.
