In the furnace that is Arizona, tents, barbed wire and watchtowers. And, above all, old-style prisoners, with striped uniforms and chains around their ankles. This is the pride of Phoenix chief of police, Joe Arpaio, who proclaims himself to be the toughest sheriff in the USA. His creed: make lawbreakers suffer so they retain a painful memory of their time in jail. His jail is also the least costly in the country: no coffee, the “worst possible” canteen, no soap to shave with, etc. The sheriff boasts of the fact that his detainees cost less than a pet. Is this ultra-repressive policy, which incites the wrath of human rights defenders, really effective?
