For the last five years in the south of France, waste from public works has been filling the landscape: rubble, metal, plastic and sometimes lethal material. And yet their disposal and storage is subject to strict regulations. Private property owners make money from their land, often situated in classified or protected areas, by making them available to certain businesses in the public works sector. A breach of the law that is flourishing on the altar of profit via a well-organised system. Why is illegal dumping on the increase? How is it organised and who profits from it?
