Fabien is a repeat offender. On his record are more than 30 convictions for theft and drug dealing. He’s spent 16 years in jail and to serve the last few months of his term the judge has permitted him to wear an electronic tag. This shackle, which he wears 24 hours a day, is connected to a team of supervisors who check whether he is actually at home each afternoon. Because the 10,000 petty criminals, or those near the end of their sentence, are not at liberty. They have a timetable to observe and if they are constantly late they risk going back to prison. It’s a system that on the face of it works well since only 700 of the 10,000 prisoners ever go back. However, the system still has a number of weaknesses: the tag has no GPS chip and it can be ripped off easily…
