Carine can’t take any more. The entrance to her council housing block in Paris is permanently taken over by small-time drug dealers, the walls are covered in graffiti and the letterboxes are ripped open. In Lille, residents have openly set up a patrol system to driver the dealers out. Their commitment is proving more efficient than the occasional police raids. But it does exhaust them and places them in danger. All council housing departments are trying to eradicate this plague that is rotting the lives of their tenants. And some have taken the highly controversial decision to drive out the families whose sons are dealing.
