In France there are eight foreigners either sentenced for terrorist offences or suspected of calling for jihad who are confined to residence in villages or small towns. Often accommodated in a hotel, they are required to present themselves several times per day to the gendarmes or the police and they are absolutely forbidden to leave the confines of their communes. These men should have been expelled because they are under permanent ban from French territory. However, the European Court of Human Rights has prevented the State from sending them back to their countries of origin, where they risk the death penalty, torture or abuse. For some the situation goes on endlessly, in some cases as long as ten years. Who are these men? Are they dangerous? Do the authorities have the resources to monitor them? An investigation into those confined to residence.
